Mandaluyong College of Science and Technology (MCST), also Mandaluyong City College, was established on December 14, 2015, by virtue of Mandaluyong City Ordinance No. 618, which was approved by Mayor Benjamin “Benhur” de Castro Abalos. The college's founding ordinance was later amended by Ordinance No. 6713, which was approved by Mayor Carmelita A. Abalos on November 20, 2018.
The college's philosophy is centered on providing an environment conducive to student success through institutional integrity, ethical practices, and a commitment to educational excellence. Its mission is to be a dynamic institution that creatively meets the needs of students, society, and the economy by providing relevant, equitable, and innovative learning opportunities.
The college's vision is to become a distinguished institution for science and technology excellence, geared towards meeting societal needs. To achieve this vision, the college has set several goals, including effective enrolment management, academic excellence, research and scholarship enterprise excellence, community engagement excellence, utilization of useful human and physical resources, institutional effectiveness, a strong position in the industry, and an effective and credible accountability process.
In 2023, with the support of Mayor Benjamin Santos Abalos, Vice Mayor Carmelita "Menchie" A. Abalos, Congressman Neptali “Boyet” Gonzales II, and former Congresswoman Alexandria “Queenie” Gonzales, Mandaluyong College of Science and Technology (MCST), also known as Mandaluyong City College, officially launched its operations on September 8, 2023, marking a historic milestone and the beginning of its mission to provide quality and accessible education to the youth.
In 2023, MCST officially commenced its academic operations, welcoming its pioneer batch of students and marking a historic milestone in the city’s pursuit of accessible and quality education.
Under the visionary leadership of Dr. Romela M. Cruz, MCST president, the college is committed to providing quality education to the youth. The institution's founding team also includes Dr. Jonathan W. Chiong and Dr. Rex A. Ado, who worked tirelessly to establish MCST as a premier institution of higher learning, dedicated to empowering students with the knowledge, skills, and values necessary to succeed in their chosen careers. The first group of students walked in the halls of MCST on October 23, 2023, with the institution’s premier offerings of Bachelor of Arts in Communication, Bachelor of Science in Mathematics, and Bachelor of Science in Information Systems.
In 2025, the Institute of Nursing (Bachelor of Science in Nursing), Bachelor of Physical Education, and Bachelor of Public Administration programs were established with the full support and guidance of the then Vice Mayor, Hon. Carmelita "Menchie" A. Abalos. Under the transformational academic leadership of Dr. Jonathan W. Chiong, this reflects a commitment to education excellence and a vision for empowering future leaders, driven by dedicated leadership and a shared pursuit of academic and societal advancement.
